Jury Comments: In stark contrast to the tilt-up concrete structures surrounding it, this LEED certified jewel displays a sensitivity to place and an expression of structure, material and climate. The interior is lit by north facing clerestory windows that break up the expansive roof. The exterior is distinguished by a variety of materials which include horizontal bands of various concrete block colors and textures which allude to the landscape. A beautifully landscaped patio sits in the shade of a deep and swooping overhang. The gracefully curving roof distinguishes the street elevation while avoiding being fussy and gives the building a pleasing sense of restraint and repose. One couldn’t ask for more out of a government commissioned building.
Unseen photovoltaic panels line the top of the dramatically pitched roof and provide electricity for the building when it’s open. Surplus energy from solar panels is sent back to San Diego Gas & Electric when the office is closed on weekends. Motion detectors and photocell sensors turn lights on and off automatically, saving electricity.
Natural daylighting, energy efficient fluorescent and high pressure sodium lights, and exterior views from 90 percent of the work stations promote a healthy and pleasant indoor environment. The single-story building provides 14,700 square feet of interior, with both indoor and outdoor spaces for employees and customers. It is only the third building in San Diego to achieve LEED Gold certification.
